The portal problem might also affect brightness in general. Do yo use the Standalone or some plugin? If it's the latter: There has been a bug fix in 3.04 that sets the distribution brightness of emitters to 1 in case the distribution pin is not connected. In the past (due to an oversight) a distribution texture of 0.7 would have been applied in this case.
