2) Can I save Live DB material on my hard disc?

1) There is no real way to scale a material macro; you can edit the nodes inside the material macro and change the scale values for the textures inside.
2) Yes, you can drag the macro to the node graph editor and then export the node.

If the material macro contains textures, it should have at least a float input pin that controls scale of textures inside. Make that a rule for uploading to the LiveDB, because what looks good scaling on the preview ball it almost 100% doesn't look good in real scenes.
Or, if you don't want to force the customers into conforming to rules, create a mechanism that will give scaling control to every macro automatically - a kind of "global" scale factor that would influence every texture in the macro.
