I'm trying to make semi-transparent glass using Specular, which roughness is working well. However, this affects the surface reflection, which I want to remain crisp.
Is there a way to have a frosted glass interior with a glossy surface?
I guess another way to explain it would be a bubble filled with slightly cloudy water

Yes there is. Use a specular material, set the reflection to black. Put the roughness to 1 (for example) and then add material layer and set that to a specular layer.
Now you have a layered material with blurred refraction and crisp reflection.

When I use frosted glass I need it mostly for arch-viz like glass balcony. I tend to built it like it's in reality. A flat glass material on a flat cube. One side uses a frosted material. It mimics the rough foil. That's it.
