I would create a few polygon objects (with single or double polygons only), distort them a bit, and clone them. Then randomize color with a greyscale gradient. Then you can either create a larger model in the shape htat you want and clone them into that object with the Object Mode in cloner. Or use dynamics, or if you have c4d s24 there's a new Dynamic Place tool that allows you to dynamically group objects together in pretty much real time.
The fact that each cloned objecti s only 1 or 2 polygons will make it easier on the system to process.

Quixel Megascans has a mother-load of scanned ash atlases. All include displacement maps so you won't need to model anything.
