need a milky - matte material parameter

I have already tried many options, I was unable to create material of this quality, very dark edges, but should be light
roughness parameter looks bad, a mix of glass and diffuse also did not give the desired result

should just been a simple SSS material with just a bit of scattering? You'll need to turn up your spec and/or diffuse pretty high for this many layers and a milky SSS material, otherwise it'll look a little dull and grey. I think the edges being light should just take care of themselves because of the material. You could always add a dirt texture to force the white edges as well.

For the edges, one thing to consider is that they are probably rougher because of being cut? so you might need a higher roughness plastic on all of the edges

I think this is close to what you're after - it's just a simple scattering material with white for reflection/transmission and scattering/absorption

It's important to turn on Path Tracing (which I don't think you have turned on in your example render) and of course, lighting makes or breaks it.
