What is the source of the oct.dat file? When does it initially get copied to the appdata directory, and how could I potentially reset it?

I was having similar problems locally and traced it down to R21s new "feature" of being able to define where your plugins folder is in prefs.
Not sure it's the same in teamrender, but perhaps the remote C4D systems have either the wrong path or a different one defined in prefs for Octane based on their local C4D install. You could check this on C4D on the remote machine.
That might be where the last error is occuring.

3. Creating a brand new C4D file with only a cube and octane render.
4. Changing the Team Render Server.
5. Changing the Team Render Clients.
6. Reinstalling Octane C4D plugin on all machines.
7. Installing Octane Standalone on all machines.
8. Verifying that Octane works in C4D on all machines.
9. Opening all ports on all machines.
10. Fully updating Cinema 4D.

Update:
This setup caused a standard C4D crash and bug report at point of plugin initialization, every time a TR client or server was started. After some trial and error, this crashing was eliminated only after removing the octane plugin folder from the _c and _s folders, but it remains in the other folder without _c or _s and this folder is specified in the preferences of all Team Render Clients and the Team Render Server.
Now the original error is present:
This setup caused a standard C4D crash and bug report at point of plugin initialization, every time a TR client or server was started. After some trial and error, this crashing was eliminated only after removing the octane plugin folder from the _c and _s folders, but it remains in the other folder without _c or _s and this folder is specified in the preferences of all Team Render Clients and the Team Render Server.

Hey BC,
Thanks for your response. Because of your suggestion, I added the plugin folder paths in the prefs of the TR server and clients. Unfortunately this did not change the situation.
Please, keep only the same copy of c4doctane folder in C:\Users\username\AppData\Roaming\MAXON\Maxon Cinema 4D R21_64xxxxx_c\plugins directory only for each client, and remove all the other versions.
Are you able to render with c4doctane from each client individually?
