I noticed that Offset and UV percentage size of Cinema doesn't work to scale the textures. Is it normal?

You need to do it in Standalone, save as .orbx, and import it back to c4doctane.

just re tried with both Mac and Win, R19 and R20, everything is working as expected with the offline manual here.
Please, share a screenshot of the c4doctane directory with path, thanks.

Ok, please remove the manual folder, and move the help folder directly into the c4doctane folder.
