Rotating HDRI environment in 16.x is still slower and jerky compared to previous versions like 15.2.6. There is constant information "Updating shaders" when rotation is performed.
15.x.x and previous was silky smooth.

With bigger HDRI maps like 8k or more the rendering pauses for a second or more until "Updating shaders" finishes.

We've fixed an environment hdri update issue in 16.2.2. And I've tested it in internal build 16.2.3 for both windows and mac but fail to reproduce this case.
Could you please give a bit more details about this issue? Thanks.

Download high resolution environment file preferably 8k or 16k.

Set it as an environment texture. Add or create some objects, preferably 10 or more with different materials.
Try to rotate the environment. There will be constant "Updating shaders" and freezes after finishing rotation or changing map parameters.

Here is the screencast from Blender plugin and standalone app. It shows the environment update with 8k file and 10 objects and materials. Everything updates after 10 seconds. The same scene updates instantly in Standalone app.

I've found the reason of such behaviour. When the texture colour depth is set to "Automatic" is causes the freezes. Setting it to 16bit or 32bit makes it smooth again.
In 15.2.6 it was ok with "automatic"
