It has nothing to do with the hair.
It is an update issue or preparing thing, the sequence is about 1800 frames long and if I set my beginning time to something like frame 1600 it started to render pretty fast.

It will roll all frames until start frame to iterate and calculate internal things. Use all movable to avoid this OR use hair/dynamic caches
