GPU & CPU PCI Lanes? (Octane Slave)

Speaking about a PC that it's only purpose is to run as an Networked Octane Slave and nothing else(No monitor, it just sits in our server room). How do the PCI Lanes on the GPU effect how many GPUs the computer can manage?
I built a SkyLake i5 PC which has 16 PCI Lanes. I've currently installed (3) GTX 980Ti's, the motherboard can handle one additional GPU so once I have (4) in that PC I'll be building a new PC to build up (4) 1080's.
Am I losing any power/speed by not using an Xeon CPU that has 40 PCI Lanes?
Or the fact that this computer is doing no other working other then Network Rendering does cause issue with PCI Lanes?
Lastly, at what point does PCI Lanes become an issue?

Ran a few test based on how many GPUs were connected at a time.

That's great, but 64 pages of info, I just can't go threw all that. Should of really separated discussions instead of just piling on questions and info.
It would be nice to have a hardware section on this forum.
