The easiest way to achieve that in Octane is adding a large ground plane as geometry in your scene.

we tried to do in octane sea under the boat, we did not have enough memory)

I think you're right about the displacement, it doesn't work well on huge geometry. It didn't run out of memory in my test case though, can you post what exactly happens if you try to render that water surface, and how you modelled that surface?

If you have a small plane tiled displacement and repeat as instance scatter you my have the sea I did here for one project and was working totally fine. in (baked geometry alembic)

in 3DS Max is not very convenient to work with large objects in a couple of kilometers, everything begins to show artifacts
