Ok everyone, got it figured out! At some point in time (still not exactly sure what) something with my operating system or installed programs was hindering any program from using more than 2 cards at a time. So I did a fresh install of windows and after installing octane everything is working fine! Thanks for all the help and suggestions everyone!
