is there a way to add volumetric to a light or to the global scene (fog) when using IBL?

Yes. It's been a while since I've done this - but from memory you add a cube around the render area and set it up with a specular material with a scatter. The camera must be outside the cube. Check the Tutorials forums, or search for fog. It works really nicely, but takes some time to learn the setup.

I have attached a Modo sample scene.
Camera must be out of the "fog box" ("Cube 2" in this case). The emitter is inside (but probably not mandatory).
Set hotpixel to 0 and caustic blur to 1. Use Path Tracing.
The fog material probably needs Scatter < Absorption. Set Reflection as 0 (black), Transmission as 1 (white), Index 0.
