Since OctaneRender 2.0 was released officially, there are essentially no NDAs anymore.
I was a beta tester for the 2.0 beta and that was pretty much the last thing where Otoy had NDAs.

Since t_3 is not working for Otoy, but is developing the OR plug-in independently, the only NDA he might be under could be one that he chose by himself.
Nobody can make him not talk about anything, because it's essentially his IP and work.

If however he would talk about how OctaneRender Standalone works internally, that might be a breach of NDA.

Eeesh - reading over the daz forum, what a veritable can of worms; I remember having a wild guess on daz forum before regarding Reality having such a delay due to Daz "holding something back" and it was immediately removed for "speculation"; this kinda consolidates my suspicions. I guess its not in Daz's interest to have a 3rd party plugin that blows away their own usage of 3Delight when they get little from it financially. I wonder then if they are approachable as having certified in house production utilizing t_3 and his work so far. Makes sense for both parties. Until then I guess were all kept in the dark unless Daz become forthcoming about new SDK / API
