Not really. It's just a design decision.
Personally, I'd just like the saved EXR to match what I see in Octane when I load it into photoshop, no matter what gamma (or other settings) I set.
I edited my previous post and added the a third option: We could remove the white point correction alltogether from tonemapped images. This is how it would look like (note how the image gets darker for gamma < 1 and brighter for gamma > 1):
By removing white point correction, does this mean you would go back to the way it works in 1.20? (although it worked, it wasn't ideal to always use those settings I listed earlier)

I like the idea that 1.3x applies exposure/fstop/ISO in the untonemapped EXR, I just want it to match closer in PS.

No, it would mean that the color that is considered white (i.e. the white point) would only depend on the exposure settings, not on the gamma anymore. I.e. if you save an image tonemapped with some gamma and untonemapped and then apply the gamma later, you will get the same brightness. That's because the exposure is now taken into account in untonemapped images (but not the gamma of course).

Again, the problem is that older scenes would then render brighter or darker if their gamma isn't 2.2.

Would it be enough if the white point matches at gamma 2.2 only? Then we wouldn't need to break older scenes.

Yes I think this would be enough. I don't want to be responsible for making the decision to break older scenes! :)

Thanks! We found out that in 1.34 we are using 4 times more memory for image textures (compared to 1.33). This regression will be fixed in the next release.
