I am working on a hair material for my next piece, and I have already made good progress. But here is what you need to know to get it right:
You need to layer two materials together to get two different levels of reflection, one for a broad reflection that will basically be the perceived hair color, and it should be biased toward the hair root. The second layer of reflection shout be tighter and brighter and should also be biased toward the tips of the hair strands.
Hair does have translucency, so it scatters and absorbs light.
Based on that knowlegde, my approach has been to do a two layer specular material, the one with a broader reflection also has a dark transmission color.
Also some transparency allows for light to illuminate the strands when light is behind it.
As I get light tests that are more appropriate for your situation I will post them.
