Transfer Cooldown is preventing us from assigning licences to PCs

We might be doing something wrong but we don't see any solution. Why cannot I assign my fifth licence to my fifth computer? Even when I repeat these steps I cannot for the life of me assign the fifth licence to the PC-25-DOM-SEL and the subscription site keeps returning Transfer Cooldown.

This is the best issue report I have seen in my entire carreer. I have forwarded the issue to the licencing guys
