The Adjustment textures for texture layers have different slider values than in Standalone eg. Saturation has a value from 0 to 2 while in Standalone it is 0-200%

Values look consistent in the current internal versions. I'll check them all, but this has been probably fixed already.

Not fixed. Adjustment textures for texture layers in material editor have float values instead of percentage values in latest 19.14 version

I just verified the issue.

Only Adjust Saturation and Adjust Brightness (Layer Texture version) are currently different than the corresponding Standalone nodes(using using Float instead of percentage).

Other "Adjust" family nodes are using Float just like Standalone does.

We'll fix those 2.

Thanks!
