I can't add an Image Tex node in Blender, but if I build a material in C4D, save it to the LocalDB, and then import it to Blender the Image Tex nodes are there.

The last version (not plugin). Image Tex node is missing from Texture->Images.

Do you mean RGB Image node? It's right there.

No, I mean the "Image Tex" node. If I create a material in C4d Octane and then add it to the LocalDB to import to Blender I get the nodes. Otherwise I can't create it. Her eis the Image Tex next to the image nodes I can create:

The "Image Tex" node is now "RGB image" node.
The material in LocalDB importer must be using old node type and should be changed to new one by developers.
