Why is my render taking so long?

So I've been optimizing the scene and the lowest I could get down to has been ~40 minutes per frame (I have to deal with a total of 37 frames for the current scene). I have Volumetric fog on the scene and rendering in 3840x1920.

Specs:
Win 10 64 | Geforce RTX2070 SUPER | i7 9700K | 32GB

Edit: I got it down to 25 minutes per frame which I'm pretty happy with, I lowered the max. samples to 2100, and got rid of some fairly detailed objects on the interior of the scene.

Try lowering the samples to 300-400 or lower and gradually increasing until the animation artifacts disappear (need a test render with a smaller frame size), especially when using volumetrics.
Your final frame size usually doesn't require too high a sample value, unless it's an interior animation.

how heavy is your scene? a lot of mesh?
limit your subdiv surfaces where you can - this is a huge factor especially on heavier scenes.

Your sample level looks very high as well.
