psychedelic lighting question

I was curious if anyone had a clue how to recreate this type of lighting in c4d the the refraction element happing :)

I'm running c4d 19 + octane 2020

It looks like it was done in post. It isn't lighting related, in this case, and doesn't appear to be produced via a (virtual) "front-lens element".
