I cant lauch octaneserver on linux

i get this error
$ OctaneServer
Octane Engine v. 23.11

Octane: ERROR binding socket on TCP port 5130: Address already in use
Please note that you can only run one instance of OctaneServer at a time, attempting to run more than one instance will trigger this error
running netstat -a
gives me this
Active Internet connections (servers and established)
Proto Recv-Q Send-Q Local Address Foreign Address State
tcp 0 0 0.0.0.0:5130 0.0.0.0:* LISTEN
