This is the metal anisotropy effect generated by substance painter.

This is the result of octane rendering.
How can I export the texture to achieve the result of substance?

in general, this effect is caused by circular groves, so the question if You exported and plugged bump in OctaneRender? if not, that might be the reason why You do not see any effect.

Hi twogunkid,
to enable the anisotropy affect, you need to change the BRDF model from Octane, try with GGX:
