different UV maps with displacement on

When displacement is used in a surface all texture nodes use the same UV map as the displacement node. Usually I can set 3 different UV maps for other texture nodes.

For some reason if the displacement map is the the first UV map then other texture nodes can use UV maps 2 and 3.

This seems some kind of core limitation. I'll report it to the core devs.
