I've seen this amazing video explaining how to use 3D noise textures to create cloud-like material with scattering.

I cannot replicate this in Standalone, is there something missing? Are there features that are locked away from standalone but exist on plugins?

You should be able to do all that in stand alone but you need the smoke VDB file to load in first. Even if you don't have Octane Blender you can still use regular free Blender to generate the smoke VDB from the start of the tutorial.
You can also generate and export to stand alone a quick VDB file from Sculptron.
