I have a question about system memory usage.

8 * 1080ti are plugged in.

System memory is 144 GB.

When rendering in lightwave, it uses 100% of 1080Ti memory.
3GB is being used as out of memory.

In this situation, if network rendering is used, it takes up 11 GB of system memory per graphics card, and consequently, 90 GB of system memory is occupied by graphics cards.

Is this normal?

Yes, probably this is normal. The NVIDIA driver and the out of core feature can reserve a lot if CPU RAM, even the same memory available in the GPUs to make possible the memory paging and so on.
