I have a very important question, why are layers of light limited in octane? and if there are more light sources, and if I have 50 layers

This is indeed a good question I work in C4D I normally circumvent this problem by rendering different parts of the scene each with light passes.

while we are at it... Could we get de-noising on light layers too?

If I remember correctly, the reason was that there is limited vram to hold these, so that is why they were artificially limited. Maybe they can move these to system ram, now that they have figured out how to utilize system ram better? Also GPUs are very different than CPUs, the more options you add (the more branching there is), the performance can drop significantly. There are trade-offs unfortunately.
