When I use an object to focus on and set F_stop to a low value I can see the effect in preview rendering, though not that strong...
When doing a final render it shows fine then....

The DoF in the viewport depends on the "zoom" of the view. So if you zoom out the DoF will be larger ("less blurry").
To get it as close as possible to the final result you can move the "A(window) rea borders" so they match the image view.
All settings (F-stop, FoV/Focal Length) are the same in the images, only changes are the "zoom" in the view. (Notice the difference on the "0.2"/ear).

Hmm...I thought when I set the viewport to camera view "numperpad 0" the focus setting should be the same...

Looks the same on preview and final ender. Make sure the Autofocus is not enabled and you have set it manually either using distance slider or using a null object as focus object.
