Large scale Fog Volume is too thick ?

Hi all,

I have a very large scene (800m by 800m) and I want to cover it in very thin fog. But when I place the Fog Volume, I can't get it to be thin enough. I put the density at 0.001 and it's invisible until 0.002 and it is too thick like THE MIST. Is there something I can do to resolve this problem ? I only want very light fog in the distance. Not a huge mist.

This is not a problem for smaller scale scenes, but in this case I need the large scale.
