1why everytime dragging several building models under octane scatter, the models get into different directions and scales? and these buildings cannot stay in the same proportion as before. No matter how change rotation and scale value, buildings are still in the wrong direction.
2if I put all the models under one null and then drag it under scatter, problem 1 seems fixed but there is no randomness in their position. When I add random effector to scatter and change rotation value nothing actually changes in live viewer

Because of your models have scale=1 and same directions on creations. It's similar and logical behaviour as you use them in cloners.
