How can I keep octane scatter from reverting the model back to it's original scale? I have several buildings that I try to want to make a city with, but some buildings turn into tiny specks in scatter while others turn humongous, because of their innate scaling.

Be aware of some objects may have scale factor than different 1.0. You should fix scale of those.

Indeed, I'm not sure how to fix this though, to make an object's current scale it's default 1 scale. Freeze transformation doesn't work.

Mesh > Commands > Reset Scale worked, but you have to enter the reset scale options and tick "compensate points" or it won't work. Thanks!
