Starting any user-selected external program (with command-line arguments) will be more universal... play sounds, send e-mails, whatever...

I'd take a look at the LUA API as you can already trigger any event, even running an external program by running a render job using octane.renderjobgraph and capturing the finalization of it with octane.renderjobgraph.onFinishIteration.
