Hi! I have a ASUS Z10PE-D8 WS with one Intel Xeon E5-2687W V3 3.10Ghz and Corsair 1500 PCU. I have two Titan-X and one 1080 GTX.
I can only get two GPUs running i Windows 10 64-bit no matter what i do. Change postions or try different BIOS settings.
I also have an AMFELTEC rig, but my system wont find any GPUs with that either.
Do i have wrong MB/CPU to get more than two GPUs running? Any suggestions welcome before a set my rig on fire.

Which CPU is used? In the manual it is written which PCI goes with Wich cpu

I have that MB but with 2 CPUs and all works fine (i have occupied slots 1,3,4,7) but frpm Manual description i think you can't use all PCI-E slots for single CPU , just liek RAM slots are spread among CPUs that's how PCI-E is also split between CPU 1 and 2.

I have the same motherboard with two cpus, I've had two titan X maxwell and a quadro K4000 working and now have one titan X maxwell and two gtx 1070s running. I feel your pain though I had to try multiple configurations to get both setups working. Its a frustrating motherboard I can't remember the slots I currently use but from the top it goes titanx then i have a single slot iofx pcie drive then 1070 and then 1070 if that helps at all.
