Is it normal i can't open LiveDB Material / Download LiveDB Material in Modeler ?

Sorry, I've not seen this topic.

Yes, it is normal ... the Octane plugin is not running at all inside the Modeler. It is a Layout plugin, so any kind of function related to Octane is not going to work. The Octane nodes are available in Modeler to don't destroy the materials, but their functions can't work inside the Modeler.
