Shutter Speed. Where do i find setting this in OCTANES MAX PLUGIN?

In the Kernel Render settings, check 'Motion Blur duration' setting.
1.0 = Full frame
0.5 = Half frame

The actual "shutter speed" is this multiplied by your scene's frame rate.

I think he just means your regular shutter speed setting, as in Vray phys cam for example or the new max phy cam. Or in a regular camera.

There is none.

There is a generic "exposure" setting and that's it, the rest is up for guessing and doesn't reflect real life cam settings.

Physical camera settings only, simulating a camera.
