It seems that there is a bug in the region render in 3.03.03.20. If I want to region render an animation, it just does not go forward

Can you explain to me what you mean by region render? In the plugin, region render is used to calculate more samples in an area of an image to help remove noise in that area. There is no support for this in an animation.

In former versions, I could use the region render to render only a region of the whole image. This worked also fine in animation mode. However, now, the region render seems to render only one image and there is no movement in the "Sample statistics" in the left bottom corner of the window either

Huh, I had no idea that you could get render region to work that way. The Octane team changed the way render region works and the samples are no longer added to the total. This is probably why it has stop working the way you are used to. I will see if there is a way to restore this hidden gem...

Did not find this up to now.
I like to use this for optimizing textures or "repairing" some minor faults without rendering a complete scene.
Where can I find this? Or better: how do I activate this?
I used Render Frame, but it's no good when you work with DOF.
