After master crashes or new rendering begins slave on GPU1 never gets to full speed (1400 instead of 1800 mhz). PC must be restarted and then it can happen again 4 hours later. It happened with 780Ti and it is happening with Pascal Titan

It happens on other slaves sometimes too

Octane 2 never had this problem

It's probably because Windows is already allocating some power of GPU 1 for system / monitor.

Have you set priority to low for the first gpu?

I have the same Problem with my GTX 1070
My 770 runs at 100% - the 1070 just reaches about 85 to 90 % - and never runs in high clock.

For example if i Run GTa5 - the block is 300 MHz higher all the time and the GPU on 100% - so this cant be a Windows problem

Octane never uses as much power as in games.

Different technology. And pascals are not fully optimized yet for Octane.

after i restart my PC it goes back to full power, Then rendering for a while GPu1 drops from 1800 to 1400. So it does work at full power just not all the time

Current support for Pascals shall be better explained by Marcus (abstrax). My 780 and titan never exceed 65-85% of power depending on kernel.

Sounds like thermal throttling. Try monitoring the temps.
