Flickering render, distance related?

I've got objects in the distance of a extreme wide shot which flicker while the same objects don't in the FG. I thought I might have something to do with LW fog being on, but turning that off made no difference. The scene is lit only with the Octane environment light. These items happen to be on layer 1 as I'm rendering breakout layers, layer 2 seems fine (but that object is in the FG so that may not mean anything)

It's an establishing environment shot so nothing is moving but a slow camera dolly. Renders the same issues on another artists machine as well.

For scale the BG objects that flicker are about 2km away, thingslook good up to about 500 meters away and then I start to see the flickering (also dark grey splotches, light angle changes (no animation on it, however) I would hazard a guess it's the Direct Lighting Kernel settings, but not really sure?

Any ideas?

Raise your ray epsilon value until the flickering goes away, the flickering is almost always the result of an upscaled element in a scene.
