Render Layer Samples go beyond specified

When I do a render layer the samples go on forever. They do not stop at the max that I specify. So like now I have one that is at 23000 / 7000 samples.

Just a note. Still works.
Win 10, Threadripper Pro, Dual 3090s

Just an update. Only when I use render layers and render region.

It's not a bug, but a feature :) The behaviour was changed. Please read the new features post especially the end of it where the region render changes are described.

Can we get an option to make the interactive render region stop at max samples?
