Hi, I cannot purchase the upgrade using PayPal, since my PayPal account was locked years ago.
I can't find any other payment method, any help?

Same problem here from France. I encountered the same trouble for last upgrade. It was supposed to be solved,but nothing changed.
Only Paypal payment is available, by creating an account. I had a Paypal account in the past, and it had been pirated. It took me years to get it closed, and I dont want to fall again into troubles with this thing!
Last time I upgraded, I finally had to pay by an international money order. If I remember well, it costed me around 120 Euros of bank fees for 90 Euros of license. I earn very few money and I can't afford such a fee again.
So, if direct payment through credit card is not available, I will not be able to upgrade from V2 to V3 !

There is no field for that. From France, there are only two proposals : Pay with your Paypal account, and Create a Paypal account ant pay with your credit card ! 
You can't pay without à Paypal account. The provided screen shot doesn't show the bottom of the page, but there is no other choice below.
I tested on two computers with Windows XP and Mozilla Firefox, and Windows 7 Pro with IE 11. Same result.
If you are able to pay directly with your credit card, maybe you have a Paypal account and you are not aware of it ! It happened to me several years ago. It had be created automatically after creating an account on commercial site, and I didn't know ! I knew it existed after he had been pirated and people asked me money for things I had never bought. I had big difficulties to close it.
Calus, as you are supposed to live in Paris, please, could you show a screen shot of your own Payment page ?

when I updated my licences I'm pretty sure I had the option to pay with credit card without a paypal account, but now I have no more license to upgrade and I have the same screen as you to buy a full standalone. 
Anyway I know this is possible to do but this up to the vendor (here Otoy) to activate this option.

2. Select the licenses that you wish to upgrade/buy, and click the `Continue` button.
3. Confirm your upgrade selection on the next page by clicking the 'Continue' button.

5. When you are forwarded to the PayPal payment page, please ignore cancel the online payment by clicking on 'cancel' or by closing the browser.
