Please tell me how in the octane plugin I can make the light like underwater?

here is an example images from Poser lights under water
https://yadi.sk/i/7V1MZidppzBv9

is it possible to make animated reflection from the water surface?

I couldn't do reflections off of water at the bottom of the sea.
morph waves does not create a refraction of light from water.
this is not the way to solve

Even static light on the bottom of the sea would be very much needed!
I have not found a way how to do it with Octane

Poser creates this effect by adjusting the parameters of the texture in the Light settings.
How to apply this method in the Octane?

Thanks very much for your help

Those are called "caustics" and are generated by the light being refracted through the water. To get them in Octane in a reasonable amount of time you need to have a very bright but small light source. You could try using the sun and shrink it down. Also it's best to use PMC mode for caustics, but it's still going to take some time to render though. If you do a search for caustics you will find lots of tips and tricks to generate them.

But be careful to Nuno's posts :D
Sorry, I'm kidding :)
Here you can find an old example of water caustics:

Follow the grimm's suggestions, and be careful that the camera must be inside an inverted sphere with the same water materiial applied to see the effect, or the water must be limited inside a volume with the camera outside of it ;)
