Currently the Falloffmap always faces the camera. Is there a way to have it face another object in the scene such as a light?

Maybe i don't understand what you want but there is a partial solution with gradient, sinewave and texture projection "Perspective". Of course it'll not work as a fallof. It's just a trick.
