That is the message in red under the render pan of the standalone version of the demo running on the following:
Win 7 64-bit
nVidia GTS 250 - 4GB - 128 CUDA Cores
Driver - 340.52
CUDA Driver - 6.5.12
Why is it saying this? How do I Fix it so I can see the demo version?

Your card is too old, you need a compute level 2 or higher card for Octane to work. If you go into preferences and select the "Cuda Devices" tab it will show you the stats on your card.
