If I have 3 gpu's installed, 2 with 6gb and the other with 3 gb. In octane select the 2 6gb cards for rendering...will octane only use up to 3gb? Because I have a 3gb card installed, even though it's not selected for rendering.

No if you only use the 6 gb cards you will be able to use all 6 gb.
If you select all three cards then you will be limited to 3 gb, the least common amount.
