I,m planning to get a Nvidia GTX 770 4GB. I usually do renders of approximately 7000 pixels, with lots of polygons. Will this card do the job? Will it manage complex scenes?

This is a decent card.
The only one with more VRAM at the moment is the Titan. A 770's speed won't be the same as a 780, Titan or 780ti of course, but it should be able to hold it's own.
A 7000x7000 render target is about 1GB in size, so you will have about 3GB for your scene (geometry and uncompressed textures).
(Assuming windows or other software is not taking some VRAM too). As a rough generalization geometry takes up about 125MB per million triangles.
