all layers, objects come up as single material

Exporting from rhino, everything comes in a single material. Am I supposed to assign materials in Octane? If so how? There doesn't seem to be a way to select individual parts/meshes/layers. Also, can I import multiple obj files?

You will need to assign different material colors in Rhino, so that Octane can differentiate materials in the .obj/.mtl files.
You can then modify different colored objects with different materials in Octane.
