I have had a go with the Beta of Phantom Scatter - a program being developed by Guus Thissen - http://render.otoy.com/forum/viewtopic.php?f=9&t=33791.

A typical method could be to export the Revit Toposurface as an OBJ file and create a CSV scatter file in Phantom Scatter from this OBJ file - the scatter objects used are not important.

Back in Revit add a component for the object to be scattered, any graphics will do. With the Octane Render Revit plugin open select the component and set the material as a Proxy object. In the Geometry Proxy Details dialogue select the Scatter CSV file from Phantom Scatter.

You should now have the Proxy object scattered over the Revit Toposurface ...
