How to render this picture?

This is a fog volume over the landscape with a small amount of scattering. There are other examples on the forum on how to do this if you have a good search.
The trees, shrubs and grass will be instances.

It doesn't matter if it is the standalone or a plugin, the principles are the same.
I believe Karba rendered that image in MAX but I put together this very rough scene in Maya with a few cubes to get you started. As FooZe already said you would need to use instances for the trees and other plants as otherwise the scene would get way too heavy.
