I did not write that VRay does not use this data at all, please read carefully what are you trying to answer to. VRay replaces the alembic object's broken velocity channel by its own data before starting to render, I already wrote about it long time ago. So it does not use the initial data that is broken in the 3ds Max alembic object.
This is clearly seen when you run through the VRay's code in a debug session.
