On my tests i don't see any negative results. Your results are looking weird. There's nothing to spend for preparation times. Only meshes takes time for preparation but you have one cube.
How much is your ram? You may have low ram. And can you post this test scene with your textures? I wish to see times on my computer.

I not exclude my fault on settings, but I have a scene stored locally on my machine, so no network influence.
I have noticed also that reducing the size of the texture I have also a reduction of "preparing time" on each frame, till when I replace the tex with a color, in that case I have no difference in preparation time between 3.03 and 3.06.

I finally found why this happens. It's about the support of shading octane materials by cpu. It has been added with 3.04-R1. It's unnecessarily called in Octane rendering and caused some extra delays.
Now i've fixed the issue. Will be fine on next test release. Thanks for warning and your attention.
